The Public Service Commission was set up for the first time in British India in 1926. After independence, the Commission was established in Pakistan in 1947 under the provision of Government of India Act, 1935. At present, the commission is functioning under article 242 of the constitution of Islamic Republic of Pakistan. It has been provided autonomy under the Rules of Business, 1973 and FPSC Regulations, 1978 in its working. The Commission has also been given administrative as well as, to some extent, financial autonomy to perform its functions independently.
The Commission consists of a Chairman and Members. The Chairman is appointed by the President of Islamic republic of Pakistan, in his discretion, under Article 242 (IA) of the Constitution of Islamic Republic of Pakistan, 1973. The members are appointed by the President on the advice of the Prime Minister of Pakistan. The Commission is assisted by the Secretary who provides a link among the Commission, its Secretariat and the Government Agencies.
The term of the office of members is as follow:
A Member of the Commission shall hold office for a fixed term from the date on which he enters upon office and shall not be eligible for re-appointment.
A Member may resign his office by writing under his hand addressed to the President

3. Punjab Public Service Commission of Pakistan (PPSC)
Punjab Public Service Commission (PPSC) is the oldest Public Service Commission in the country and was established in April 1937 under the Government of India Act, 1935. The act was adapted in 1947 after independence. Its functions were defined explicitly in the1956 and 1962 constitutions as well. On creation of one unit the Commission was renamed as the West Pakistan Public Service Commission until 1st July 1970 and on dismemberment of one unit it was again named as Punjab Public Service Commission.
The Commission is vested with the responsibility of making direct recruitment for various posts under the Government of Punjab. It is a statutory body constituted under the provisions of the Punjab Public Service Commission Ordinance 1978 and the Punjab Public Service Commission (Function) Rules 1978 which have been framed as provided for in Article 242 of the 1973 constitution. 4. Sindh Public Service Commission of Pakistan (PPSC)
Overview
The existing shape of Sindh Public Service is a derivative of Bombay Sindh Public ServiceCommission which has been modified fromtime to time to meet the needs of the Province. The Bombay Sindh Public Service Commission (SPSC) was established in 1937 under the Government of India Act 1935 to recruit human resources within the territoriesof Sindh and Bombay. Subsequently on 1 August 1947, the Commission was re-established as Sindh Public Service Commission. The Commission is provided constitutional cover under Article 242 of the Constitution of Islamic Republic of Pakistan and SPSC Act 1989 as amended from time to time. The Chairman and the Members of the Commission are appointed by the Governor in consultation with the Chief Minister, presently for the fixed and non-renewable term of five years.
Functions
The primary charter of functions of the Commission as specified in Section 7 of SPSC Act 1989 is: Conduct examinations, tests and interviews for recruitment of human resources for initial regular appointment to civil postsconnected with the affairs of Sindh Province in BPS 11 and above.
Conduct tests for initial recruitment toposts in or under a Corporation or other Autonomous Bodies or Organizations set up by Government of Sindh (GoS), under any law or otherwise as may be prescribed.
Recommend revision/updating and designing of curricula prescribed for various cadres.
Advise Government on:
Matters relating to qualifications for andmethods of appointment to the posts.
Any matter referred to the Commission by the Government of Sindh.
Procedures and Rules and other issues pertaining to absorption of officers of various services and cadres of PCS.
Hold Departmental/Entrance and Language Examinations as required.

5. Khyber Pakhtunkhwa Public Service of Commission (KPKPSC)
THE Institution of Public Service Commission, for the first time evolved under the Government of India Act, 1935. Subsequently, Federal Public Service Commission and Provincial Public Service Commissions established under Section 264 265 and 266 ibid of the Act. The Functions of the Commission were enumerated under Section 266 ibid. The Functions of the Federal/ Provincial Public Services Commission so established were further defined and specified under the (Limitation of Functions/ Regulations).These regulations were allowed t continue in the independence act 1947. Again in the Constitution of 1956 and 1962, the role of the Commission was defined with vast functions under Articles 188 and 186 respectively. 6. Balochistan Public Service Commission of Pakistan (BPSC)
Overview
The Province of Balochistan came into being in 1970 on the dismemberment of One Unit, an administrative set up introduced by the then President of Pakistan. However, the Balochistan Public Service Commission (the Commission) came into existence on 13th August, 1973, while during the intervening period of 1970-73, a joint Commission for Sindh and Balochistan provinces met the recruitment needs of the Civil Services of Balochistan.
The Balochistan Public Service Commission is Governed by the Balochistan Public Service commission Act,1989 and the Balochistan Public Service Commission (Functions) Rules ,1995 promulgated in pursuance of Article 242 of the Constitution of the Islamic Republic of Pakistan 1973. All the vacant posts, falling in direct recruitment quota (BPS-16 and above), are referred to BPSC for selection of the candidates. Other than departmental examinations, if the government departments so desire, the Commission also recommends suitable candidates for the posts below BPS-16 that fall in direct recruitment quota.
Having been eligible to apply for a particular post, the candidates have to appear in written screening test/examination that consists of either objective or subject type papers or both. Passing marks vary from paper to paper and from examination to examination. Only those candidates who qualify the written test are called for viva voce. Final result is compiled combining scores in the written test and viva voce. the Commission is being computerized and soon there will computer adoptive test for posts whose candidates are screened through written objective type papers.

Reforms in Recruitment System
As far as the initial recruitment is concerned, tests/examinations were held for short listing purposes only and the results/marks obtained by the candidates were not given any weight while making the final selection of the candidates: interviews decided the best suited of the bunch. However, through an evolutionary process, the Commission has come to the conclusion that the written evaluation test determines the real professional capability of the candidates. Consequently, for the initial recruitment of the candidates, evaluation tests have been made mandatory. The marks obtained by candidates in the written evaluation tests are added to the marks obtained by them in the viva voce tests and the combined marks determine the final order of merit of the candidates. This practice has proved extremely useful for selection of deserving candidates as it substantially eliminates the human elements in the selection of the candidates. In this regard, it

7. Azad Jammu Kashmir Public Service Commission of Pakistan (AJKPSC)
After the establishment of Azad Govt. of the State of Jammu & Kashmir since December 28, 1950, first Rules of Business has been implemented. Azad Jammu & Kashmir Public Service Commission launched according of these rules. The first Chairman was Mr. Ghulam Muhayyudin (CSP) Chief Advisor to Ministry of Kashmir Affairs, Commission regularly started his work. In March 1967 Commission’s Offices shifted in Muzaffarabad.

Conducting Various Types of Tests
While the beginnings were made by conducting General Tests through an IT-focused thrust, NTS has expanded its services to other disciplines of education testing. It now provides services for conducting Subject Test by providing facilities both for individual candidates and institutions. These tests are prepared and assessed by experts and professionals from relevant fields.

10. EDUCATION TESTING COUNCIL
Higher Education Commission has established Education Testing Council (ETC) under which it will hold standardized entry tests from Fall 2017 admissions for public and private universities of Pakistan. The aim of constitution of ETC is to hold uniform, accessible and competitive assessment base for admissions to universities. The test under ETC will be free of cost for the students.
The Higher Education Commission of Pakistan is an independent, autonomous, and constitutionally established institution of primary funding, overseeing, regulating, and accrediting the higher education efforts in Pakistan.

11. ETEA (Educational Testing and Evaluation Agency)
Educational Testing and Evaluation Agency Khyber Pakhtunkhwa, is an educational entity established in November, 1998, by the Government of Khyber Pakhtunkhwa. It is supervised by a Board of Governors, headed by the Chief Minister, Khyber Pakhtunkhwa. The Higher Education Minister is the Vice Chairman and Secretary Higher Education is one of its members. Executive Director ETEA is the Secretary of the Board.
What does ETEA do?
Initially, ETEA was established to undertake administration
of Entrance Tests for admission to Engineering and Medical
institutions of the province in place of external testing agencies.
However, the scope of activities and the objectives for the ETEA
were broadened much beyond the Entrance Tests as stated in the Ordinance.
In short, it has to catalyse reforms in the examination and testing systems, impart training on these endeavours and extend the use of its electronic facilities to other institutions to bring in objectivity, transparency and efficiency.
